Theo Điều 14 - Luật xây dựng quy định:
Việt Nam: "Điều 14. Điều kiện đối với tổ chức, cá nhân thiết kế quy hoạch xây dựng
1. Tổ chức thiết kế quy hoạch xây dựng phải đáp ứng các điều kiện sau đây:
a) Có đăng ký hoạt động thiết kế quy hoạch xây dựng;
b) Có đủ điều kiện năng lực hoạt động thiết kế quy hoạch xây dựng phù hợp;
c) Cá nhân đảm nhận chức danh chủ nhiệm đồ án quy hoạch xây dựng, chủ trì thiết kế chuyên ngành thuộc đồ án quy hoạch xây dựng phải có năng lực hành nghề xây dựng và có chứng chỉ hành nghề phù hợp với từng loại quy hoạch xây dựng.
2. Cá nhân hành nghề độc lập thiết kế quy hoạch xây dựng phải đáp ứng các điều kiện sau đây:
a) Có năng lực hành nghề, có chứng chỉ hành nghềthiết kế quy hoạch xây dựng;
b) Có đăng ký hoạt động thiết kế quy hoạch xây dựng.
Chính phủ quy định phạm vi hoạt động thiết kế quy hoạch xây dựng của cá nhân hành nghề độc lập thiết kế quy hoạch xây dựng"
English: "Article 14 Conditions applicable to organizations and individuals designing construction master plans
1. Organizations which design construction master plans must satisfy the following conditions:
(a) Be registered for the activity of design of construction master plans;
(b) Have full capability for the activity of design of construction master plans;
(c) Any individual undertaking the job of person in charge of drawings of a construction master plan or person in charge of design of a specialized part of such drawings must have full capability for construction practice and must have a practising certificate appropriate for each type of construction master planning.
2. Any individual who independently practises design of construction master plans must satisfy the following conditions:
(a) Have full capability for practice of and a practising certificate for design of construction master plans;
(b) Be registered for the activity of design of construction master plans. The Government shall provide regulations on the scope of activity of
design of construction master plans by individuals who independently
practise design of construction master plans. "
